Two Tone Toon Shader
Get this materialCel shading effect, with graphic material on the raised parts. There is flat colour (also written color) with one shading step running through the whole sheet. It is Eevee-only work, so treat a Cycles test as your own risk. The loop is the point, so judge it in motion. If it looks wrong, it is roughness: adjust it until it comes through a bounce light; try it in poster render first.
